A foreigner who wishes to obtain a work visa must first obtain a Certificate of Eligibility and then apply for a work visa at a Japanese diplomatic mission in their country. There are two ways to obtain a Certificate of Edibility: 1) a foreigner who wishes to work in Japan personally applies for the Certificate prior to applying for a work visa, and 2) a foreigner who wishes to work in Japan applies for the Certificate through an application agent, such as an administrative scrivener, and a designated agent, including a staff member of the organization that will accept the foreigner in Japan.

 

1 What is Certificate of Eligibility?
The Certificate of Eligibility is issued to make immigration examination procedures simpler, faster and more effective. Based on the application, the Minister of Justice assesses the appropriateness of the applicant’s entry to Japan, and confirms that the activity in which the applicant will be engaged in Japan falls under a category qualified for acquisition of resident status.

(1)Must receive pay of a level equal to or greater than that receivable by a Japanese national employed in such work

(2)Must have been employed continuously in the “engineer” or “specialist in humanities/international services” work at the parent company or foreign office immediately prior to transfer for at least one year.
